California has 53 representatives, New York has 27 representatives and the other states you mentioned North Dakota, Wyoming, Alaska, Montana all have only 1 representative each. A constitutional amendment would have to be approved by a two-thirds majority of both the Senate and the House to pass. Thus the population of a state whether large or small is equally represented.
