I've been saying the same thing about UT since I moved to Knoxville 20 years ago. Most college towns are enhanced by the presence of a university: they're more diverse, more eclectic, and more interesting than they would be otherwise. Knoxville is just the opposite: its university actually makes it less interesting.
In places like Ann Arbor, Berkeley, Austin, and even Washington DC, people -- regular local people, and even tourists -- go to the campus area to hear live music, eat in exotic restaurants, and shop in funky little stores that don't exist anywhere else in the community. Other than students, does anyone ever go to the UT area for anything besides football games?
