This is a good, well-researched story.
I know there are craft beer places that infuse beers and ales with different flavors (fruits, coffee, etc.), and put beer in used whiskey barrels for added flavor. I wonder if that will fall in the scope of this bureaucratic paranoia.

Mmm, biscuits. You are correct again, Mr. Neeley. Go back 30 years, and it was difficult to find decent pizza, seafood, bagels, many other kinds of ethnic foods in Ktown. Now, try to find someone who makes a decent biscuit! Where's Mrs. Winner's when you need her?
