Each year the secretary of state's office publishes about 50,000 Blue Books, which legislators pass out to their constituents. This year the office ran off an additional 25,000 books, but with an orange cover in tribute to long-time Lady Vols Coach Pat Summitt. State Sen. Becky Duncan Massey presented Summitt a copy of the orange-backed book at a ceremony at the Women's Basketball Hall of Fame. The book is signed by Gov. Bill Haslam, all the legislators, and the constitutional officers.
The books are ostensibly a directory of state government with bios of legislators and state officeholders and cabinet members and the judiciary. But the book also includes some Tennessee history, biographies of all the state's governors, and some election returns. They are free to constituents, which makes them happy.
Since a lot of the material is repeated every year, the cost to the state is about $4.50 a copy, or $225,000 for 50,000. And $112,500 for the extra 25,000.
