The Soul of Knoxville?

Chapman, author of “Somewhere South of Macon” and “Betty’s Bein’ Bad,” has written songs for everybody from Jimmy Buffett to Conway Twitty to Joe Cocker , and has scored a few hits on her own.

She had an epiphany en route to West Knoxville. She was riding down Cumberland Avenue, reading street signs. Chapman recalls her thoughts: “Oh, my God! I found it: the Soul of Knoxville. It’s right here at this intersection.”

The car had reached the spot on Cumberland Avenue, alongside UT campus, where James Agee and Phil Fulmer Streets collide.

The Spartanburg-born Chapman, herself author of a memoir called Good-bye, Little Rock and Roller , belongs to what’s probably a minority of Americans who would recognize both the name of a Pulitzer-winning author who died more than half a century ago and a current NCAA football coach.

The well-traveled songwriter threw in a bonus when she remarked that La Playa, on Northshore in Bearden, was the best Mexican restaurant she’s encountered outside of Texas.

Some commissioners say there are 10 votes (a majority) to call for an investigation, but as yet no one wants to be the one to make the motion. Discussions continue. Hutchison has enough allies on Commission to call for an investigation, should he want Commission backing.

Harber told the Halls Shopper he never did any work in his county job in the Probation and Pre-Trial Release department, that he tried to get information on political enemies from the county health department and that he interfered with the petition drive to repeal the wheel tax. Harber was fired after a scandal erupted over stolen e-mails from Republican Party Chair Chad Tindell winding up in Ragsdale’s office.

Team Ragsdale contends that Harber is a liar and a “troubled young man.”

Who Pays?                 

County Mayor Mike Ragsdale’s office sent a letter to the judge saying Witt would not be asked to reimburse for the car until the court case is settled. The agreement to settle criminal charges may require reimbursement and the matter will be decided. The county is self-insured.

The mayor’s office says if the court does not require reimbursement, the county risk management office will be asked to look at past practice and then a decision will be made whether to pursue the matter. Normally sheriff’s deputies who wreck patrol cars are not required to reimburse, but Witt was charged with driving drunk. The inventory of his car after the accident revealed a set of keys to virtually every office in the City County building. Witt had worked in court security in a previous job.

Witt, who resigned his job, has been hospitalized and then in rehab for alcohol, and the case, handled by an out of town prosecutor and judge, has yet to be settled. Local court officials recused themselves in the matter.

Anybody Need a Beer?

The man in the other vehicle rushed to the visitors’ car to make sure everyone was OK. They were. He then asked: “Does anybody need a beer?”

Urban Living

Diners were at sidewalk tables enjoying brunch specials at Tomato Head and the Downtown Grill and Brewery. Workmen were setting up chairs on Market Square for an evening ceremony remembering 9/11.

Adding to the ambience of urban living was the woman stripped down to bra and shorts taking a shower in the fountain at the entrance to Krutch Park.

X-rated Turn Lane

The XXX-rated Insurrection has not been a popular business among advocates for downtown and nearby neighborhoods. It is owned by an Atlanta company that operates similar stores there.

New ’Do                 

Besides impressing the judge, the new ’do will be much easier to manage since West was sent to jail on Monday. He faces up to nine years in prison after pleading guilty to joining his brother Michael in a scheme to import and sell up to a ton of marijuana.

Wife Bernadette West faces up to four years on her plea to money laundering charges.

No Lawyers Need Apply

We wonder how the state’s other U.S. Senator felt about that. He would be Republican Sen. Lamar Alexander , graduate of the Vanderbilt Law School and former partner at Baker Donelson.

Ford graduated from the University of Michigan Law School but has never practiced law. He went from law school to Congress on the retirement of his father, Congressman Harold Ford Sr.
