That would have been news to former Mayor Victor Ashe , who regularly jerked the flag to half-mast any time he felt it was appropriate. Such as the deaths of City Councilman Danny Mayfield and former Mayor Leonard Rogers , or the day of mourning he declared for former school Superintendent Mildred Doyle .

As far as we have been able to determine, Ashe was never prosecuted by federal authorities for these courtesies.

President George W. Bush ordered flags at half-mast this week, for Mrs. King’s funeral.

 

New Lakeshore?

The facility for treating the mentally ill is located on Lyons View Drive, a place that is difficult to access. It also sits on some of the most expensive real estate in Knoxville. A portion of the grounds is leased to the city of Knoxville for Lakeshore Park.

There are some quiet conversations going on, asking whether it might be better to use the planning money to find a more accessible location and build a new facility rather than try to build at the present site. That would free up the land to expand the park.

Consultants have already said renovating the existing buildings is a bad investment and a new building is recommended. One proposal would build a new building down on Northshore, which would make it more accessible, but some board members are suggesting a new location entirely.

Mark Schimmenti , one of two UT professors whose architecture students are using the center, says the “main project we’re going to work around is the [proposed] new Knox County Library.” His and Prof. David Fox ’s fourth- and fifth-year architecture students, 30-strong, will also be working on master-planning exercises for downtown Knoxville, the Cumberland Avenue “Strip,” Magnolia Avenue and the Lonsdale neighborhood.

Schimmenti was involved in the first such center on Market Square, which he says championed good design for downtown properties in its year-and-a-half of existence in the 1990s. He then spent three years in Nashville in a similar center, unaffiliated with UT, before returning to the Knoxville campus.

 

You Can’t Get There

Construction of the new bridge is expected to take eight months. Summit Hill Drive, between Central Street and Hall of Fame Drive (from the entrance to the Old City to the Weigel’s on top of the hill) will be closed.

Cars will be directed to stay on James White Parkway when exiting from I-40, proceed to Cumberland Avenue, and exit up to State Street. Turn right and go back north to Summit Hill, turn right down to Central, and then left into the Old City.

This year, being an election year, things were pretty staid, but 18 public officials attended, including Mayors Bill Haslam and Mike Ragsdale , UT President John Petersen , Congressman Jimmy Duncan and a host of county commissioners, state representatives, lawyers, clients and media people.

Also on hand was Moxley account executive John Crooks , long-time program director for WNOX, who has just joined the firm. He replaces Jim Ragonese , the former WBIR reporter, who has taken a position at UT Hospital.

 

A TVA First?

We understand that under consideration for the last nomination is an African American, a first for the TVA board, and that the nominee is from Memphis, the largest single customer TVA has. The selection, as with the other nominees, requires a background check and the filling out of myriad financial disclosure forms. It takes a while.

Already named are Susan Williams , Bill Sansom , Howard Thrailkill , Mike Duncan , Dennis Bottorff and Donald DePriest . The members are from Mississippi, Alabama, Kentucky and, with the Memphis nominee, represent Tennessee’s three Grand Divisions.
