Student Memories

Webb’s passing prompted many memories among the students whose lives were influenced by him. One recalls that male students getting demerits in the early days had their names posted on the bulletin board and they reported to Webb’s office on Thursday afternoons. They got a “butt warming” from a half-inch thick “board of education,” recalls one student. The student shared a list of those getting demerits and a paddling one week in 1960, to demonstrate that Webb enforced discipline regardless of the social register. It was a long list, but some of the names included future judges Bill Swann and David Creekmore , as well as John Dempster , Baxter Lee , Steve Koella , Roddy Rogers , Sandy Hensley and Cleve Tedford .

Hemorrhaging Hospitals

The hospitals are all non-profit, but they have to have a profit margin to pay for capital costs and to operate. The bottom line for all the groups has been taking a beating with the opening of new facilities and buying expensive new technology to stay competitive.

The most likely target for a merger or acquisition is Baptist Hospital, weakened by an expensive expansion into West Knox County that involved opening two medical centers.

TVA Shuffle

Meanwhile, there remains one seat on the board to be filled. That seat is expected to go to a candidate from Memphis. The Memphis utility is the largest customer of TVA and the city has never had a representative on the board.

Hearings for the new board members will be before the Senate Environment and Public Works committee.

Cabinet Moves?

Should that happen insiders predict that Finance and Administration Commissioner Dave Goetz will move to the deputy governor’s position and that Economic and Community Development Commissioner Matt Kisber will move to replace Goetz at F&A. Kisber is well acquainted with the state budget as a former chair of the House Finance Committee and had been widely speculated as the F&A commissioner when Bredesen came into office.

Election No Contest

Many local attorneys had been conflicted about the race. Both Irwin and Chapman are well liked in legal circles and it made for an awkward situation. They have urged Chapman to remain at juvenile court in an administrative position, ensuring that both potential candidates will be able to serve.
