"Stricter spay and neuter laws—this would have to be done on a state level. Until you make it a crime not to fix your pet, nothing will change. In some Northern states, there are fines if you don’t spay or neuter your pet, and they don’t have all these unwanted kittens and puppies. If we had something similar, we wouldn’t need all these high-kill animal shelters. Our area only has two no-kill shelters, which is really sad."
