Former state Sen. Bill Owen has sent out a mailer that includes a survey on priorities for Knoxville’s next mayor and City Council, lending support to the idea he is planning to run for an at-large City Council seat.
The survey asks to set the city’s priorities from a list containing education, development, the South Knox waterfront, the Ten-Year Plan to End Chronic Homelessness, KUB services, or BFI’s service; it also asks for opinion on whether the rainy day fund should be used to decrease property taxes, stay as is, or expand services.
