According to City of Knoxville urban growth manager Rick Emmett, next week the city will be shutting down the freebie lot on Jackson Avenue (west of Gay Street). With construction finished on the nearby 100 Block, the lot will be restriped and then reopened as a pay lot, at the standard $1 an hour rate other city lots charge during work hours.
