Knoxville, Tenn., Oct. 1—The commission form of government for Knoxville is passing through a critical stage. Whether the form of government is at fault or the personnel of officeholders chosen by the people, is a question on which opinions differ, but it appears certain that a considerable proportion of the people are dissatisfied with the government which has been in vogue in this city for the last half dozen years and are ready to return to the old form with a Mayor and Alderman.
