They can't because they don't use a scientific or mathematical methodology. According to TDOT's project director, Steve Allen, "there is not much documentation" for their methodology!? The actual traffic counts are adjusted using 'socio-economic factors'!
Since 1964, they have predicted 61,000 vehicles on Chapman per day. It has declined 27% since 1999. The reality? Chapman averages 28,000 a day.
