Easy way to settle the whole thing, at least in TN. This State has a strong HCP licensing program requiring background check, safety class, and range time. Problem is, so many places restrict the right to carry. Can't be on school property, in a courthouse, or in many private business establishments. The only restriction to carrying a weapon with a HCP should be, as now, when alcohol is consumed.
