Yes, clearly there are some connections between the two agencies, but none of those links show that ICLEI is "part" of Agenda 21, which was your original point that I contended. The first link discusses a study that ICLEI conducted to evaluate the extent to which Agenda 21 has been implemented by local communities. The programs page on the website (http://www.iclei.org/index.php?id=glo...) says that "Our programs and projects advocate participatory, long-term, strategic planning processes... such as... Agenda 21" which is quite a bit different from your quote above. And being accredited by a given entity doesn't make one part of that entity. If an attorney in TN has passed the bar and is accredited by the state, does that make that person an agent of the state? Of course not.
Yes they have similar objectives, but the point I'm trying to stress is that ICLEI is in no way "part of" Agenda 21 or, by extension, the UN. A city's voluntary participation in ICLEI programs in no way suggests that government authority or representation is being turned over to that agency, it's staff, the UN, or anyone else.
And to answer your question, no I am not an employee of the city of Knoxville or any PR agency, nor ICLEI for that matter.
