If an attorney in TN has passed the bar and is accredited by the state, does that make that person an agent of the state? Of course not.

Yes they have similar objectives, but the point I'm trying to stress is that ICLEI is in no way "part of" Agenda 21 or, by extension, the UN. A city's voluntary participation in ICLEI programs in no way suggests that government authority or representation is being turned over to that agency, it's staff, the UN, or anyone else.

And to answer your question, no I am not an employee of the city of Knoxville or any PR agency, nor ICLEI for that matter.
