In the video you link to, the only thing Commissioner Broyles "gets caught" doing is expressing her concern to Mayor Burchett that the way he singles out positions to be cut within a department, rather than letting a department head sort out how to make departmental cuts, could set the County up for lawsuits that could lead to bigger budget headaches.
Hard to see any of the "mistruths" you attribute to her being hurled in that exchange.
"Unethical tactics," indeed.
