Not intending to rebut your general point, but when someone trots out the "we paid for it" argument, I feel compelled to point out that downtown property owners are assessed extra taxes for downtown development that the rest of Knoxville's residents don't have to pay. You may have "paid through the nose to make an occasional visit to downtown Knoxville," but I've paid through the nose for a Cedar Bluff off-ramp I never use, *and* I pay extra to support a vibrant downtown you can visit whenever you like.
