If there is anything erroneous about the history of the Green Power Switch program it not only escaped me, but also the fact-checking of some of the people associated with pushing TVA to make the program a reality in the first place. These would be people whose job it is to hold TVA more accountable to the public, which seems to be the same place you're "coming from."

Your grocery cart analogy is confusing. A better way to put it might be that Green Power Switch is like doing some of your grocery shopping in the organic section because you value the healthier food choices there enough to pay a little more than you would if you bought the "regular" version of the food. If you can afford it, you do this willingly and happily. It's not the grocery chain's "fault" that they charge more for these products, which usually do cost a bit more to produce. But not as much as they did before every major grocery chain had an organic section. And not as much as they will as the products continue to enter the mainstream. Thus it also is with green power.
