Ralph, the article says Mr. Robbins is on 6 medications and disability, so it sounds to me like he is quite possibly very ill and needs help.
Do you really think he belongs on the street, unmedicated, uncared about, having uncontrolled seizures? If you don't have a heart, then think about the emergency services expenses.
Have you ever even been to the VMC? Go by there. Better yet, take some time and volunteer, so you can really understand how the place works. People getting help there have to be working a case plan and trying to somewhat put their life together, or they get released from the program and can longer receive services from them.
