You pay to prosecute and imprison the meth cookers. If the meth heads they supplied get any treatment at all, you pay for that too.
The only way to get anyone but the public at large to pay for the nightmare is to regulate and tax the drug. Not only does this create revenue, it also reduces enforcement costs and violence.
